1.Library Clients. The following clients may use the library resources subject to the rules and regulations governing their use:

        • ISSI Staff
        • Bonafide students and employees of UP System
        • Current participants of ISSI training programs
        • Researchers from other schools, government, and private agencies

2. Use of Resources. The use of library resources is for room use only.  The borrowing of materials is only permissible for ISSI staff subject to the circulation policy matrix below.

2.1.      ISSI staff with overdue loans may not be allowed to borrow another material until they return their overdue loans.

3.  Library Use by Non-UP (Virtual Services)

3.1.   For current participants of the ISSI training programs, the following procedures shall be observed:

    • Free use. Participants of the training programs are allowed to use the library’s resources up to five (5) times within the duration of their training.
    • Letter of Introduction and a valid ID. The above clients are required to send an email of their valid ID and letter of introduction for verification purposes.

3.2.  For researchers from other schools, government and private agencies, the following procedures shall be observed:

    • Private researchers are required to send an email of their valid office ID and a letter of request to use the library from their office. They may be allowed to use the library’s resources free of charge up to five (5) times a year.
    • Government researchers are required to send an email of their valid office ID and a letter of request to use the library from the head of their agency. They may be allowed to use the library’s resources free of charge up to ten (10) times a year.

4. Recall of Materials. Loaned materials may be recalled if:

    • UPD Officials have an urgent need of the materials;
    • it is overdue; or
    • the library is conducting its mandated annual inventory.

5. Loss of Library Materials. A client who losses a library material will either replace it with the same material or pay its current replacement value plus a processing fee equivalent to 50% of the cost of the material.

6. Use of Special Collection and Archival Materials. The rules of the use of special collections and archival materials are as follows:

6.1.  Duplication of Materials

    • The following materials can be duplicated only via copier of the library, provided that the client secures a letter of consent from the author/head of the originating division:
        • Unpublished Materials
            • Annual reports
            • Personal papers of previous directors
            • Research and extension project proposals/reports
            • Completion reports
            • Proceedings
        • Published materials
            • Books
            • Policy papers
            • Serials
            • Proceedings
    • Under exceptional circumstances, the above-listed materials shall not be allowed for duplication if it violates the Intellectual Property Code of the University and restrictions set by the donor/author/head of the originating division.

6.2.  Publication and Citation

    • Clients must secure permission to publish materials under copyright from the copyright owner.
    • Clients must properly cite and acknowledge the copyright owner of the materials.

7.  Reference Correspondence

    • Clients’ reference and information requests are answered within 1-3 days depending on the nature of the reference and information queries.
    • All electronic resources sent by the library to clients’ UP mail account are covered by intellectual property rights. Hence, recipients of these materials should use them for research purposes only and cite the source/s of information properly.

 

8.  Copyright/ISBN/ISSN/ISMN

8.1.  The library does not provide legal advice concerning rights to the IP produced by the ISSI staff.

8.2.  It is understood that copyright registration and ISBN/ISSN/ISMN application of any intellectual work will be the responsibility of the creators/authors. This is because they are in the best position to provide the required processing information and explain the nature of their intellectual work.

8.3.  The library may provide following assistance to facilitate the registration of intellectual works of ISSI staff:

    • Provision of contact details of the National Library of the Philippines;
    • Resources on topics concerning copyright, intellectual property, and numbering systems (ISBN/ISSN/ISMN); and
    • Application forms for copyright registration and ISBN/ISSN/ISMN
